Passed in the Senate (36 to 0) on March 4, 2010, to clarify in the <a href="http://archive.legislature.mi.gov/documents/1999-2000/billanalysis/House/pdf/1999-HLA-5543-B.pdf">“Safe Delivery of Newborns Law”</a> that if a court finds by a preponderance of the evidence that a parent who has agreed to surrender his or her rights to a child has done so willingly, and that reasonable efforts were made to locate the nonsurrendering parent, the parental rights termination order may be made as long as a custody action has not been filed.
